Towards a New Era of Cooperation: China Eliminates Tariffs for 53 African Countries

In a rapidly changing global context, the People's Republic of China has announced a historic measure: the elimination of all tariffs on exports from the 53 African countries with which it maintains diplomatic relations.

This strategic decision, unveiled at the recent China-Africa Ministerial Meeting in Changsha, marks a decisive turning point in South-South trade relations, providing African countries with expanded and cost-free access to the vast Chinese market. Beijing's stated objective: to promote the integration of African economies into global value chains while strengthening the bonds of solidarity between the continent and China.
The Africa, Russia & Eurasia Chamber of Commerce and Investment (AREC) welcomes this strong initiative, consistent with the dynamics of multilateral and inclusive cooperation that the Chamber actively advocates. For the CCI, this opening of customs services represents a major opportunity for African companies, particularly in the agriculture, textile, agribusiness, and local processing sectors.

This announcement comes just a few weeks after the official visit to Dakar of a business delegation from the city of Shehong, organized by the AREC at the request of the Chinese authorities. Comprised of 14 business leaders from key sectors (construction, textile, agriculture, automotive), the mission explored new cooperation synergies and laid the foundations for a structuring twinning between Shehong and the city of Guédiawaye.
The CCI, as a strategic facilitator and platform for connecting African, Chinese, and Eurasian economic players, intends to play a leading role in mobilizing investors, monitoring partnerships, and identifying concrete projects with strong local impact. For African states, this Chinese decision paves the way for :

  • Increased competitiveness of African exports on the Chinese market

  • Opportunities for industrial transformation, particularly in the agri-food and manufacturing sectors

  • Strengthened local bilateral cooperation, such as the Shehong-Guédiawaye initiative.

To take full advantage of this progress, the CCI invites its public and private partners to :

  • Identify products and services with high export potential to China

  • Structure industrial projects incorporating Chinese technological partnerships

  • Accelerate standardization, certification, and packaging processes.

The CCI ARE is also planning to organize the Dakar 2025 Economic and Sociocultural Forum, which will be a key opportunity to deepen discussions with Chinese, Eurasian, and African delegations and promote the signing of new cooperation agreements. Furthermore, the CCI Africa Russia & Eurasia thus reaffirms its commitment to supporting Africa in a fairer, more open globalization, resolutely geared towards action.
